In response to a congressional request, GAO discussed: (1) the effective date of the Consolidated Omnibus Reconciliation Act of 1985 and its effect on Michigan's plan to amend its Medicaid plan to provide case management services effective October 1, 1986; and (2) whether the provision allowed states the option of adding case management services to their plans. GAO found that: (1) Michigan could amend its Medicaid plan to provide case management services at the beginning of any quarter, if it has submitted an amendment to the state plan covering the service during that quarter, but no earlier than April 6, 1986; and (2) states have the option of amending their plans to cover case management services.
