A firm protested a Navy solicitation to reprocure services under a prior contract after the awardee defaulted, contending that the Navy: (1) should cancel the new solicitation and award it the contract since it was the next low offerer under the original solicitation; and (2) should not allow the prior subcontractor to compete for the contract since it would have a competitive advantage. GAO held that: (1) there was no requirement that, after contract default, the Navy award the contract to the next offerer in line for award under the original solicitation; and (2) the protester's contention that the prior subcontractor would have a competitive advantage was without merit, since the Navy was not required to neutralize a competitive advantage that one offerer might enjoy due to its prior experience. Accordingly, the protest was dismissed.
