[Protest of Catholic Charities Bureau Contract Award]

A firm protested a private organization's construction contract award. GAO would not consider the protest because the solicitation it concerned was not issued by or for a federal agency and did not fall within GAO bid protest authority. Accordingly, the protest was dismissed.
