A firm protested an Army contract award for missile circuit card assemblies, contending that the Army should have rejected the awardee's bid as nonresponsive for failure to bid a price for the production quantity without first article testing. GAO held that: (1) the Army structured the solicitation so that alternate bids were acceptable, which allowed it to accept the awardee's bid; and (2) since the awardee was not a proven supplier of the required parts, the Army would not have waived first article testing in any event. Accordingly, the protest was denied.
