WE GENERALLY DO NOT REVIEW COMPLAINTS CONCERNING THE AWARD OF GRANTS, UNLESS THERE IS SOME SHOWING THAT THE AGENCY IS USING A GRANT WHERE A CONTRACT IS REQUIRED, OR THAT A CONFLICT OF INTEREST EXISTS.
