[Response to Appeal of Claims Group's Disallowance of Civilian Nurse's Overtime Pay Claim]

A former civilian Air Force employee appealed the Claims Group's denial of her claim for overtime compensation, contending that the Air Force required her to: (1) report for duty 15 minutes prior to the start of her regularly scheduled shift; (2) work without lunch breaks; and (3) attend mandatory meetings outside of her normal working hours. GAO held that: (1) a portion of the claim was time-barred; (2) the claimant was exempt from the provisions of the Fair Labor Standards Act; (3) the claimant failed to submit, and the Air Force did not possess, records establishing that she worked hours in excess of her normal duty shift; (4) there was no evidence that the Air Force specifically authorized the overtime the claimant allegedly worked; (5) a pertinent agency regulation provided for the denial of lunch breaks; and (6) the claimant failed to establish that she was entitled to overtime compensation or the exact amount of the government's alleged liability. Accordingly, the Claims Group's denial was affirmed.
