WE ARE DISMISSING YOUR PROTEST B-223946, CONCERNING REQUEST FOR PROPOSALS NO. N68520-86-R-0121, ISSUED BY THE NAVAL AVIATION LOGISTICS CENTER FOR SERVICES IN SUPPORT OF MANAGEMENT INFORMATION SYSTEMS AT PATUXENT RIVER, MARYLAND AND NORFOLK, VIRGINIA.

OUR BID PROTEST REGULATIONS REQUIRE THAT THE PROTESTER, WITHIN 7 WORKING DAYS AFTER RECEIVING THE AGENCY'S REPORT ON THE PROTEST, EITHER: 1) FILE COMMENTS ON THE REPORT; 2) FILE A STATEMENT REQUESTING THAT THE CASE BE DECIDED ON THE EXISTING RECORD; OR 3) REQUEST AN EXTENSION FOR SUBMITTING COMMENTS. 4 C.F.R. SEC. 21.3(E) (1986). YOU INDICATED TO US DURING A TELEPHONE CONVERSATION ON SEPTEMBER 29, 1986, THAT YOU RECEIVED THE AGENCY REPORT DATED SEPTEMBER 12 ON SEPTEMBER 22, 1986. HOWEVER, THE NAVY HAS SENT US A COPY OF A CERTIFIED MAIL RECEIPT INDICATING THAT YOUR COMPANY RECEIVED THE AGENCY REPORT ON SEPTEMBER 15, 1986. WE RECEIVED YOUR COMMENTS ON OCTOBER 2, 1986.
