[Air Force Civilian Police Officers' Claims for Overtime Compensation]

The Air Force requested a decision concerning civilian police officers' claims for overtime compensation. The claimants contended that the Air Force required them to: (1) arrive 15 minutes early for work; and (2) be on-call during lunch breaks. GAO held that: (1) since there were inconsistencies between the two governing statutes, the claimants were entitled to the greater benefit; (2) the claimants were entitled to overtime compensation for any time which was not duty free; (3) the claimants were not entitled to overtime compensation for mealtimes if they were required only to remain in radio contact; and (4) the claims were subject to a 6-year statute of limitations. Accordingly, the claims were allowed in part.
