A firm requested reconsideration of a decision concerning its allegation that the Air Force improperly certified the awardee as an approved source for solid-state acoustical memory systems. The protester contended that GAO had incorrectly equated this allegation with its supplemental protest concerning the exact method of source evaluation and selection. GAO held that: (1) the protester's new basis of protest merely rephrased its prior untimely protest alleging that the Air Force improperly designated the awardee as an approved source; and (2) the protester did not show an error of fact or law which warranted reversal. Accordingly, the original decision was affirmed.
