A firm protested an Army contract award to another firm, contending that the Army must have disclosed its bid price to the awardee. GAO found that the awardee's initial offer was less than $3 per item more than the protester's, and determined that the awardee's: (1) offer was competitive with the protester's from the outset; and (2) subsequent price reduction did not establish that the Army disclosed the protester's initial offer. Accordingly, since the protester failed to provide evidence that the agency disclosed its bid, the protest was denied.
