Highlights

A firm protested the Air Force's rejection of its quote for metal disintegrators. The Air Force rejected the protester's offer as technically unacceptable and awarded the delivery order to another firm. The protester contended that: (1) it did not offer a transistorized power feed as the solicitation required, but the servomechanism it offered was better; and (2) the requirement was unduly restrictive. Bid protest regulations require that a protester file its protest against unduly restrictive specifications before the bid opening date. GAO found that the protester: (1) offered equipment that did not meet the solicitation requirements; and (2) filed its protest after bid opening. Accordingly, the protest was denied in part and dismissed in part.
