The Defense Logistics Agency (DLA) requested a decision on whether general schedule employees were due a retroactive pay differential for work performed under hazardous conditions. GAO held that employees who performed work under conditions that DLA determined were hazardous were entitled to retroactive pay. Accordingly, DLA may pay its employees a hazardous duty differential.
