[Protest of DLA Contract Award for Helicopter Rotor Blades]

A firm protested a Defense Logistics Agency (DLA) contract award for helicopter rotor blades, contending that: (1) DLA used improper procedures in determining that it was not an acceptable supply source; and (2) its price was lower than the awardee's. GAO has held that: (1) protests filed later than 10 days after the basis of the protest should have been known are untimely; and (2) requests for reconsideration require a detailed statement of the factual or legal grounds warranting reversal of the original decision. GAO found that, since the initial protest and the request for reconsideration were properly dismissed as untimely, the fact that the protester resubmitted its initial protest did not change that result. Accordingly, the protest was dismissed.
