[Protest of Army Purchase Order Award for Carpet Tiles]

A firm protested the Army's award of a purchase order for carpet tiles, contending that the awardee would furnish foreign supplies in violation of the Buy American Act. GAO held that it would not consider the protest because: (1) the act does not apply to supplies for use outside of the United States; (2) while Department of Defense regulations extend the act's provisions to contracts for other supplies, they exclude purchases of less than $25,000; and (3) the total price of the purchase order was less than $25,000. Accordingly, the protest was dismissed.
