Pursuant to a congressional staff request, GAO identified means by which the Clerk of the House and the Secretary of the Senate may comply with statutes governing the purchase of stationery for congressional use. GAO determined that: (1) provisions requiring performance bonds from congressional stationery sources do not apply to all items associated with writing and printing, but apply only to items that may be defined as stationery; and (2) the Secretary of the Senate should reduce the penalty amount of stationery performance bonds to 5 percent or less.
