[Protest of INS Bid Rejection and Solicitation Cancellation]

A firm protested the Immigration and Naturalization Service's (INS) rejection of its bid as nonresponsive and the cancellation of the solicitation. INS advised GAO that it had found that the protester's bid was responsive and plans to make the award to the protester; therefore, the protest was academic and not for consideration. Accordingly, the protest was dismissed.
