A firm protested the National Aeronautics and Space Administration's refusal to allow it to compete in step two of a two-step procurement for telecommunications requirements because it did not have the demonstrated capabilities required. GAO found that: (1) the firm did not file its protest against the specification until after the closing date for receipt of proposals; and (2) the protest concerning the agency's refusal to allow it to compete in step two of the procurement was not filed within 10 working days after the protester knew the basis of its protest. Accordingly, since the protest was untimely, it was dismissed.
