A firm protested a Navy contract award for grounds maintenance services, contending that the Navy should not have awarded the contract to a firm with an unsatisfactory past performance record. GAO determined that the awardee's poor performance in the past would not render it ineligible for future contracts, and it would not review a challenge to a contracting agency's affirmative responsibility determination since there was no allegation that the contracting officials acted in bad faith or that the definitive responsibility criteria had not been met. Accordingly, the protest was dismissed.
