A firm and its proposed subcontractor protested the Tennessee Valley Authority's (TVA) rejection of their bid, contending that: (1) the procurement should have been conducted using two-step, sealed bidding procedures; and (2) TVA improperly found that the bid was nonresponsive. GAO found that: (1) since the protest concerning bidding procedures was filed after bid opening, it was untimely and not for consideration; (2) since both protesters recognized that the bid failed to comply with some solicitation specifications, the bid was properly found nonresponsive; and (3) the protesters' allegations regarding the evaluation of other bids were unsubstantiated. Accordingly, the protest was dismissed in part and denied in part.
