The Navy and a labor union requested a decision regarding a civilian employee's claim for 2 hours of overtime compensation. The employee's regular work shift ended and he was entering his automobile, but his supervisor directed him to return to work because of an emergency. The employee worked 23 minutes and claimed that he was entitled to 2 hours of overtime compensation because he was called back to work. GAO held that the overtime the employee worked was essentially a continuation of his regular shift and he was only entitled to compensation for the overtime he actually worked. Accordingly, the claim was denied.
