Comments were requested on a Federal Acquisition Circular which amends the Federal Acquisition Regulations. GAO had no objection to the amendments which: (1) prohibit contractors from restricting subcontractor sales directly to the government; (2) permit bidders to be invited to comment on, and recommend whether, the government is acquiring the most advantageous quantity of supplies; (3) require agencies to justify any prequalification requirements; and (4) permit bidders to demonstrate their abilities up to the time of award.
