[Request for Clarification of Decision Concerning Federal Executive Boards]

The Veterans Administration (VA) requested clarification of a decision prohibiting the use of appropriated funds for support of federal executive boards. GAO held that: (1) a statute prohibited interagency funding of boards; (2) a government-wide restriction prohibited the use of appropriated funds to support interagency boards; and (3) participation at board meetings would not constitute financial support. Accordingly, VA may participate in meetings of federal executive boards.
