A firm protested a General Services Administration solicitation for debt collection services, alleging that the solicitation was ambiguous and otherwise improper and defective. GAO found that, since the firm did not subsequently submit a proposal, it had not been seeking clarification in order to submit a proposal but had apparently wanted to ensure that certain services would not be included in the solicitation. GAO only considers protests brought by parties having a legitimate interest in a procurement. Since the protester was interested only in the award of other contracts as opposed to this contract, it was not an interested party. Accordingly, the protest was dismissed.
