In response to a congressional request, GAO discussed the possible codification of laws relating to defense procurement in order to focus on any conflicts or duplications that might exist and to determine the need to repeal or modify such laws. GAO noted that: (1) the Department of Defense, the General Services Administration, and the National Aeronautics and Space Administration have jointly issued the Federal Acquisition Regulation to reduce conflicts among their procurement systems; (2) the Office of Federal Procurement Policy (OFPP) is developing a uniform procurement system and submitting legislative recommendations to implement the system; and (3) further codification efforts would appear to be within OFPP jurisdiction.
