[Protest of Navy Contract Award]

A firm protested a contract award under a Navy solicitation. GAO received a telegram from the protester stating that it protested the award and would submit details for the protest later. The protester subsequently filed a statement of the protest details after the 10-day period for protesting had expired. Bid protest regulations require that a protest set forth a detailed statement of the legal and factual protest grounds and state the relief requested. GAO will dismiss a protest that does not comply with these requirements. Accordingly, the protest was dismissed.
