A firm protested Walter Reed Army Medical Center's delay in awarding a contract to another firm, and the Medical Center's conclusion that it was nonresponsible. The Small Business Administration (SBA) refused to confirm the protester's responsibility, and since GAO does not review such SBA decisions, there was no reason for the matter to be considered. GAO also refused to consider the alleged agency delay because the protester was ineligible to receive the award, regardless of the argument, since it was found to be nonresponsible. Accordingly, the protest was dismissed.
