An advance decision was requested concerning an Internal Revenue Service employee's claim for the costs of moving his household goods after his lease was terminated at an overseas duty post. The employee contended that he was entitled to reimbursement because the Foreign Affairs Manual provides for such relief under circumstances which are beyond an employee's control. GAO stated that the Foreign Affairs Manual is not applicable to employees of the Internal Revenue Service, and GAO decisions provide no basis for reimbursement since the employee's move was not the result of governmental action. Accordingly, the claim may not be allowed.
