A federal employee claimed reimbursement for a loan commitment fee in connection with the purchase of a residence incident to transfer. The agency reimbursed the loan origination fee, but disallowed the commitment fee as a finance charge not authorized by Federal Travel Regulations. GAO found no evidence to indicate that the charge was other than a commitment fee to hold the loan at the agreed interest rate and that it was not recoverable as an administrative expense. Accordingly, the employee's claim for reimbursement for the commitment fee was denied.
