A firm protested a contract award to another firm under an Air Force solicitation, contending that the awardee's product did not meet the technical requirements of the solicitation. GAO held that the protester was not sufficiently interested to protest because, as third low bidder, it would not have been in line for award had the protest been sustained. Accordingly, the protest was dismissed.
