Pursuant to a congressional request, GAO commented on whether the Japan-United States Friendship Commission could legally transfer funds to another government agency to help fund a study of Japanese education. GAO noted that, although there is no legislation which gives the Commission specific authority for such transfers, legislation does provide it the authority to support studies of higher education in the two countries. Accordingly, the transfer would be permissible.
