Highlights

A firm protested the rejection of its bid as nonresponsive under a Navy solicitation for modular buildings. While the protest was pending, the firm filed suit in a U.S. district court on the same bases. GAO does not review protests that are before a court of competent jurisdiction unless the court expresses an interest in a GAO opinion. Since the court did not make such a request, GAO would not render a decision in the matter. Accordingly, the protest was dismissed.
