The Government Printing Office (GPO) requested an advance decision as to whether it may directly or indirectly provide funds to the nonprofit corporation that operates its employee cafeteria. GAO has authorized an agency to fund such activities if it shows that the expense is necessary for agency operations. Since GPO made such a showing, revolving fund monies could be used to subsidize the cafeteria. Accordingly, GPO was authorized to expend relevant funds.
