A firm protested a contract award to another firm under a Veterans Administration (VA) solicitation for oxygen services, contending that: (1) VA evaluated the bids incorrectly; and (2) the solicitation misled bidders as to how the cost of each bid would be calculated. GAO held that: (1) VA correctly determined the total cost of each bid and awarded the contract to the low bidder; and (2) while the evaluation methodology was not clearly set forth in the solicitation, there was no evidence that competition had been adversely affected. Accordingly, the protest was denied.
