A firm requested review of an Environmental Protection Agency (EPA) decision to dismiss its request for reconsideration of a protest which it lodged with an EPA grantee concerning a contract award for wastewater treatment. The protester argued that the awardee's bid was nonresponsive and had been improperly corrected by the grantee. GAO considers grant complaints only where the complaint is filed within a reasonable time to allow for any recommended corrective action. GAO found that the protester's complaint, filed approximately 2 months after the protester received notice of the EPA denial of its appeal, was not filed within a reasonable time and, therefore, was not for consideration. Accordingly, the complaint was dismissed.
