A firm protested a proposed ACTION purchase order of word processing systems and accompanying software, contending that a Commerce Business Daily advertisement permitted only a 15-day response period and was in violation of procurement regulations. Bid protest procedures require that protests based upon alleged improprieties apparent in the solicitation be filed prior to the closing date for receipt of proposals. Since this protest was filed after that date, it was untimely. Accordingly, the protest was dismissed.
