[Protest of Rejection of Bid by the District of Columbia]

A firm protested the rejection of its bid under a District of Columbia solicitation. The District rejected the bid as nonresponsive because the protester failed to include samples with the bid. GAO held that, since the solicitation required the submission of bid samples, the bid was properly rejected as nonresponsive. Accordingly, the protest was denied.
