A firm protested a Defense Personnel Support Center small business set-aside, contending that restricting the procurement for small businesses was unfair and illegal. The protester maintained that procuring agency's are only required to let a fair proportion of their contracts to small businesses rather than the entire contract. GAO held that the fact that a small business may have received a significant proportion of a contract does not mean that it received more than its fair share or that the procurement was unfair. Accordingly, the protest was denied.
