A firm protested the Defense Construction Supply Center's (DCSC) failure to exercise an option to purchase tractors under an Air Force contract, contending that its prices were below any which DCSC could otherwise obtain. GAO did not consider the protest because the option was exercisable at the discretion of the Government and, therefore, was a matter of contract administration. Accordingly, the protest was dismissed.
