A firm protested the rejection of its bid under a Panama Canal Commission solicitation, contending that the Commission improperly rejected the bid as nonresponsive. The solicitation originally required a delivery period of not longer than 165 days, and the protester indicated in the bid a delivery time of 165 days. A solicitation amendment reduced the maximum allowable delivery period to 150 days and, while the protester acknowledged the amendment, it did not change the part of the bid indicating the longer period. GAO held that the Commission properly rejected the bid as nonresponsive, since the bid was ambiguous. Accordingly, the protest was denied.
