The Office of Personnel Management (OPM) requested a decision as to whether it could properly purchase air purifiers for use in an office which was recently altered to an open space configuration. GAO held that, since the air purifiers would improve the overall air quality in the office and would benefit all persons entering the work area, the purchase would be proper.
