A firm protested a contract award under a General Services Administration (GSA) Federal Supply Schedule contract, contending that: (1) GSA improperly applied the Buy American Act to the protester's bid, which resulted in the protester's displacement as the low bidder; and (2) the awardee could not supply the exact item called for in the solicitation. GAO held that: (1) the portion of the protest regarding the Buy American Act was untimely filed; and (2) GSA reasonably interpreted the specifications and determined the responsibility of the awardee, a determination which GAO would not question absent circumstances not present in this case. Accordingly, the protest was dismissed in part and denied in part.
