[Protest of Any Award Under Brookhaven National Laboratory Solicitation]

A firm protested any contract award under a solicitation for a piping system solicited by the Brookhaven National Laboratory. The protester contended that the advertised specifications for the project were unduly restrictive of competition and would preclude it from offering its system. GAO will not question an agency's decision as to the best means of accommodating its needs absent clear evidence that the decision was arbitrary or unreasonable. GAO found that the protester's disagreement with the agency's technical conclusions did not render the conclusions unreasonable. Furthermore, the protester had been free to use its own technical judgment in deciding how to meet the agency's needs. Accordingly, the protest was denied.
