[Request for Advance Decision Regarding Use of Appropriated Funds]

The Director of the Federal Law Enforcement Training Center requested an advance decision as to whether the Center may use appropriated funds to provide a limited off-site transportation program for students who must live at the facility for the duration of their training program. GAO noted that the Center is located at a remote site and the proposed service would provide access to shopping centers, recreational areas, and places of worship. GAO held that these activities reasonably serve a purpose for which the transportation fund was established and those funds are available to the Center for this purpose.
