The Government Printing Office (GPO) requested a decision regarding: (1) the transferability of an employee's annual and sick leave from a job he held with the District of Columbia (D.C.); (2) the creditability of sick leave the employee earned from D.C. for federal civil service retirement purposes; and (3) whether it correctly set the employee's rate of basic pay when he transferred from D.C. GAO held that: (1) the employee's annual and sick leave was fully transferable from D.C. to GPO; (2) GPO could use the employee's accumulated D.C. sick leave in computing his civil service annuity; and (3) GPO properly set the employee's pay when it transferred him from D.C. Accordingly, the employee's leave was transferable and creditable, and GPO properly set his rate of pay.
