The General Services Administration (GSA) requested a decision regarding an oil company proposal that would eliminate the requirement to submit charge receipts from the use of the U.S. Government Credit Card with company billings. GAO held that GSA and the Defense Fuel Supply Center, which administered the credit card program, could allow oil companies to use billing systems that did not submit charge receipts as long as the systems allowed for: (1) adequate documentation of government receipt of the billed goods or services; (2) invoices specifying each transaction, user identity, credit card number, date of purchase, transaction price, and service station; (3) company preservation of billing documentation; (4) provision of any additional documentation at government request; and (5) agency establishment of auditing and accounting controls and procedures to ensure the reliability of invoices submitted to the government. Accordingly, GSA may allow oil companies to discontinue submitting receipts.
