Pursuant to a congressional request, GAO discussed questions concerning implementation of a section of the Student Loan Consolidation and Technical Amendments Act of 1983 which placed additional conditions on state use of tax-exempt bonds to finance guaranteed student loans. The questions arose as a result of the recently enacted Deficit Reduction Act of 1984 and an Internal Revenue Service letter.
