[Request for Decision Concerning Payment of Home Leave and Renewal Agreement Travel Expenses]

A decision was requested as to whether a U.S. Customs Service employee was required to refund home leave and repay renewal agreement travel expenses. The employee transferred to a new position before the completion of her renewal agreement. GAO held that tour renewal agreement travel and home leave are independent entitlements and that the employee was not required to: (1) repay the travel expenses because she served for more than one year under the renewal agreement; or (2) refund home leave because she was eligible for home leave and returned to her overseas post after the home leave.
