An individual complained about the hiring practices of a Department of the Interior contractor, contending that the contractor failed to hire qualified Indians to perform the contract. The contract was apparently a Buy-Indian set-aside. GAO held that the matter was one of contract administration and was not for consideration under bid protest procedures. Accordingly, the protest was dismissed.
