A firm protested an Army Corps of Engineers contract award under a solicitation, contending that the awardee did not acknowledge amendments to the solicitation in its bid. The firm had timely filed its protest to the contracting officer who denied it. Bid protest procedures provide that, where the initial protest was timely filed with the contracting agency, it must be filed with GAO within 10 working days after the protester has formal notification or knowledge of initial adverse agency action. Since the protest was not received by GAO within that timeframe, it was dismissed as untimely.
