Two firms protested the General Services Administration's (GSA) solicitation of rental office space under a request for proposals (RFP). The basis of the protests was an objection to a GSA proposal to deviate from the RFP evaluation criteria. In response, GSA canceled the solicitation by rejecting all best and final offers. Subsequently, the protesters advised GAO that their case was not academic and that they also protested any revised GSA solicitation that would include requirements exceeding the Government's minimum needs. GAO found that the protests were rendered academic by the agency's cancellation of the solicitation, and any objections to provisions of a future resolicitation were premature. Accordingly, the protests were dismissed.
